    The Committee on Government Organization moved to amend the bill on page four, section one, line forty-six, after the word “Protection” by changing the period to a colon and inserting the following proviso: Provided, That no board member may vote on any matter concerning a permit issued to a department or agency of the state by which the member is or has been employed.
